Federalism or centralism: building the European policy on values

The Recovery Plan requires a comprehensive understanding of the outcomes of the process. From now on, attention must be focused on three essential aspects in order to guide the process towards its final objective while limiting the risk of short-term decisions: what characteristics the European Economic Union will adopt; what relations will be established between the European Economic Union and the European Monetary Union; and what rules will govern the European Economic and Monetary Union, as well as how the governance of the European Economic and Monetary Union itself will be organized.
